HOW TO USE NEUTRALIZER: Moisten a lint-free cotton pad or spray straight onto the skin and gently rub into the surface. Place the solution in a foaming bottle for quicker effects. This is a great solution to finish pedicure.

I tried this out over a black polish and it's beautiful. The product description says "a little goes a long way" and they MEAN it, it does not need much. Looks incredibly cool with a matte top coat too.
